Partition 1 (image1) not upgrading

in Settings
Image2 is primary boot partition, so that's good, but image1 will not upgrade. I don't use Harmony; I SSH'd into it and have tried fw force-update / fw update / reboot-rinse-repeat several times leaving up to 20 minutes for it to stay on to copy over.
Any advise? Are there any useful hidden commands to manually flash the partition?

Hi Greg,
From the AP Firmware 1.0.0.0.89 only one of the partition(Primary boot Partition) gets upgraded which is the intended behavior.

Intended behavior? So there is no way to force the backup partition to upgrade?
