Static DHCP issues

Hello,
My Xi3 AP seem to have trouble keeping connection with static IP devices.
Devices with a static IP (configured in the DHCP server, outside of the DHCP scope) will experience frequent disconnects and self-assigned IP addresses in the 169.254.*.* range.
I've found several of these issues on the forum, going all the way back to 2015 but the solution is never mentioned.
My APs are on the latest firmware release. Please assist.

Further background information:
My Draytek router is also DHCP server. The DHCP scope is 10.10.8.200-254. Static IP's are really just IP reservations based on MAC address, outside of the DHCP scope (10.10.8.2-199), ALL devices are on DHCP.
